Mills believes the Brighton center-back is too good for the Gunners and has urged him to join a better club.
Arsenal are said to be close to signing the England defender after reaching an agreement with the Seagulls for a deal around £50 million.
Per recent reports in the English media, Manchester City are in the race to sign White, who was one of Brighton’s best performers last season.
The 23-year-old was involved in 36 league matches as Graham Potters’ men escaped relegation.
Mills has told the former Leeds United loanee to choose a better club instead of joining the North Londoners.
“The only thing I am surprised at is Ben White has gone to Arsenal,” Mills told talkSPORT.
“Let’s assume that he will be at Arsenal for two or three years at least before he goes somewhere else. I just think he is better than that.”
The 44-year-old was asked why White should not join Arsenal, Mills replied: “Because he has got a better chance of winning things. What is he going to win at Arsenal? League Cup, if he is lucky. Maybe the FA Cup.
“I think he is an exceptional player and I think he is a fantastic signing for Arsenal. I am just a little bit surprised that Manchester United, who are looking for a centre-half, haven’t come in for him.”
