Pau has been a target for several top clubs in Europe but has rather decided to stay with Villarreal.
Reports are that Tottenham made an offer of £55 million for the defender but with the club not participating in the Champions League made Torres deny the offer.
“I was told there was interest in me from another club, which was Tottenham,” he said.
“However, I was very clear in what I wanted to do. I took the decision very calmly.
“It was the best decision for me and what I wanted to do – staying with my boyhood club ahead of an exciting season with big goals and big challenges to achieve.
“I was very clear, so it didn’t take much time to make the decision.”
Torres played a key role for Villarreal last season, helping the side to Europa League truimph after defeating Manchester United in the final.
The former Malaga player was also an instrumental figure in the Spanish team that participated in the Euro 2020 but failed to win the Super Cup with Villarreal, as they lost to Chelsea in the shoot-out.
After missing out on the signing of Torres, Spurs turned their attention to Atalanta to secure the signature of their Argentine centre-back Cristian Romero.
