Phillips was a pivotal assest at the midfield for England in the Euro 2020 though it was his maiden tournament for the Three Lions, featuring in all seven games.
In last season, Phillips' superb performances saw Leeds maintaining their place in the Premier League for other season after gaining promotion into the top-flight for the first time in 16 years.
And Laim Cooper who can't believe the rapid improvement of Phillip said of the defensive midfielder.
"He announced himself in that first game against Croatia and I've told him that his life has changed forever now. He knows that though, he's not a stupid lad and lives his life the right way anyway. I've seen his journey from a young lad to where he is now and it's been a pleasure to see - and he belongs there," he said.
"He works so hard here [at Leeds], all the boys and the people of Leeds think the world of him and he deserves everything that comes his ways.
"I've seen how hard he works every single day, I see how much he takes on and turns it into his game. For me, he is one of the best midfielders in the world right now."
Phillips has attracted interest from several clubs but his representative has revealed the midfielder "has no desire to move whatsoever" as he's contracted with Leeds until 2024.
Leeds United after finishing 9th in the Premier League last term will now hope to do more when their new season begins with a game against Ole Gunnar Solskjaer's Manchester United at Old Trafford on August 14.
