Rice has impressed for West Ham once again this campaign and has been touted for a big-money move at the end of this season.
Trippier lined up alongside Rice for England at the World Cup in Qatar last year as well as at EURO 2020.
Partey has played a key role in Arsenal holding a five-point lead at the top of the Premier League table this season while Manchester United owe a big part of their resurgence this season to five-time Champions League winner Casemiro.
"Declan's unbelievable," Newcastle United captain Trippier said when asked to choose between Casemiro and Partey on Rio Ferdinand's Vibe with Five YouTube channel.
"I don't know if you watched the game the other day, when we played West Ham, but his intelligence, the way he breaks up play and how he travels with it and how powerful... unbelievable.
"He's probably one of the best in the world at what he does.
"Don't get me wrong, Casemiro – the trophies he's won, the Champions League, he's a world-class player.
