Pellegrini was left frustrated by the time wasting tactics employed by his opponents in taking away a point, which left Betis winless after two round of games.
The former Manchester City and Real Madrid manager was also not impressed with the pace of the game and criticised Cadiz’s players for going down too easily.
"We have to make an effort between referees, coaches and players so that La Liga is not this shame because in the referees' meeting they told us that it is the slowest league in Europe,” Pellegrini told reporters.
"People want to watch a show, and we're not giving it to them. The most time-wasting, the most dives, it's a disgrace.
"There is a show that we have to take care of. People pay a ticket for something."
Real Betis will have to go the extra mile in getting their first win of the season in their next game as they host Real Madrid next weekend.
