Danny Ings was an instrumental figure for Southampton under Austrian manager Ralph Hasenhuttl as he finished second best in the hunt for the Golden Boot, behind Leicester City goal poacher Jamie Vardy in the 2019-20 season.
In a four-year stint with Liverpool, Ings failed to impressed at Anfield as his stay was marred with injuries, featuring 14 times for the Reds.
Having secured a shocking move to Aston Villa for a reported £25 million, Klopp hailed the qualities of his former forward and believes the 29-year-old will succeed in his new challenge.
"I miss him being with us. He is such an outstanding boy. Honestly, if you could bottle character and spirit, his would sell worldwide. he is so incredibly positive and full of energy.
"We won’t just miss his character because he is a footballer who has all the tools.
"He loves the group, he loves the club and is really a fantastic boy to have around. Everything's good again and Danny will score a lot of goals in the future.
"I’m really pleased to see him achieve his potential as one of the best centre-forwards in the Premier League."
Aston Villa look to be preparing for life after Jack Grealish who is close to joining Manchester City in a British record of £100 million.
The former Southampton striker becomes Villa's fourth summer signing following the arrivals of Emiliano Buendia, Ashley Young and Leon Bailey.
Aston Villa head coach Dean Smith believes the signing of Ings will augment his attacking department going into the new season.
“Danny is an outstanding Premier League footballer who has scored goals wherever he has played.
“He is also a top professional with a great character who will be a leader in our squad and a role model for our rapidly developing young Academy players who are now in and around the first team. I am delighted to welcome Danny to our great Club.”
