Forster says the Germany international could move back to the Bundesliga in the near future but is unsure with any transfer this summer.
The 25-year-old joined the Blues from Bundesliga side RB Leipzig ahead of the 2020/2021 season for a fee around £47.6m.
Werner was tipped to light up the Premier League in his debut season due to his goalscoring exploits in Germany, but that was not the case.
The German struggled in front of goal but managed to bag twelve goals and provided 15 assists as he helped Chelsea to win their second Champions League trophy in their history.
Chelsea are said to be in the market looking for a new striker with names like Erling Haaland, Romelu Lukaku and Harry Kane all being linked with the West Londoners.
The unending speculations have cast doubt over Werner’s future and his agent believes he will stay in London but does not rule out a future move.
“You can’t rule out anything, but if I had to assess it at the moment, then I would say very clearly that Timo will stay at Chelsea,” Werner’s agent told Sport1.
“He feels comfortable there. A move will not be an issue in the foreseeable future.
He added: “Julian [Nagelsmann] let Timo play in a different position at Leipzig. A bit like Thomas Muller at Bayern. Julian and Timo appreciate each other.
“Of course, I don’t yet know what will happen in three or four years. Football is fast moving.”
