The outspoken manager believes Bruno Fernandes who had a glittering season with Manchester United is yet to shine for Portugal who are among the favourites to win the tournament.
According to Mourinho, the Selecao played with ten men in their first two games against Hungary and Germany due to Bruno Fernandes' relatively anonymous performances.
With Portugal looking to qualify for the next stage of the competition, Mourinho calls on the creative midfielder to show up in his team's huge clash with France on Wednesday.
"Portugal at its highest level can beat anyone.
"But we need to play with eleven players, in these two matches Bruno Fernandes was on the pitch but not playing.
"I hope he turns up against France, because he's a player with incredible potential.
"He can pass, he can score. He can get penalties, he can score penalties, he can score free-kicks.
"He has a lot to give, but the reality is in these two matches he was not there.
"Portugal has three fantastic attacking players, Bernardo Silva, Cristiano and Jota.
"We need that connection, but until now Bruno is not playing."
Bruno Fernandes registered 28 goals for Manchester United last season as they recorded a second place finish.
