The Italian agent says the Black and Yellows are unwilling to let go off the Norway superstar at the end of this season.
Haaland is one of the most coveted footballers in Europe due to his exploits in the Champions League and Bundesliga.
Big European clubs like Manchester United, Manchester City, Chelsea, Barcelona and Real Madrid are all said to be yearning to defray Dortmund’s asking price in order to secure the services of the 20-year-old.
Raiola was said to be in Spain to talk with both Barcelona and Los Blancos last week as he is looking to find the best destination for his client.
But the outspoken agent has revealed he talked with the German club’s board and they made their intentions of keeping Haaland clear.
"I can confirm that I was in Dortmund for talks," Raiola told SPORT1.
"Michael Zorc made it clear to us that Dortmund do not want to sell Erling this summer. I respect this opinion, but that does not automatically mean that I also agree.
"Dortmund were very clear in their views. We are okay with that. There is no war between us and Dortmund. Absolutely not.
"The relationship with Zorc, Aki [Dortmund CEO Hans-Joachim Watzke) and [Dortmund director Sebastian] Kehl is still good."
Haaland has scored 33 goals and provided ten assists in 34 games in all competitions for Dortmund so far this season.
