Gundogan won the prize for the month of January and the former Borussia Dortmund man has once again scooped the award for February.
The 30-year-old Germany international scored four goals and produced one assist in February to help Manchester City consolidate their place at the top of the Premier League table.
Gundogan came out on top in an eight-man shortlist that included Bruno Fernandes, Joao Cancelo, Jesse Lingard, Ruben Neves, Joachim Andersen, Raphinha and Harvey Barnes.
"I am very proud to win this award again – but I am most proud of being part of this amazing team," Gundogan said, having become the first German to claim the honour twice.
"To win all our games in February, like we did in January, is amazing. I get the sense we are playing really good football and being part of that makes me happy.
"Hopefully we can continue like this because, ultimately, winning trophies is what matters. I know all the squad want that to happen and we will try our best from now until the end of the season."
Gundogan’s manager Pep Guardiola also saw of challenges from Thomas Tuchel, Nuno Esperito Santo and Scott Parker to win the manager of the month award for a ninth time.
