Adams believes the duo have not improved and they are not good enough to don the famous Arsenal jersey.
Bellerin has been with the North Londoners first team since 2013, but has failed to put up a top level performance in recent seasons.
The Spaniard has played in 28 games in all competitions under Mikel Arteta this season but has blown hot and cold with his displays.
Soares on the other hand, joined Arsenal from Southampton in January 2020 to jostle with Bellerin for starting berth, but has not been convincing as he has missed a lot of games due to injuries.
The Portugal international has featured in only 25 games for the Gunners since he joined them.
Adams, who once featured for Arsenal during his playing days, believes Soares was not an upgrade on Bellerin.
Adams told Stadium Astro: “If you’re bringing players in who are a lesser standard, you don’t get someone that’s less than what you’ve got.”
“Cedric, is he better than Bellerin? Have you made an improvement there? Take it or leave it.”
“Or are you telling me we need two? Get rid of two and get a good one! That would be the opinion that I would have.”
“You always bring in players better than the ones you have got or don’t bring them to the club.”
