Bilic was dismissed by the Baggies after winning just one of his 13 Premier League games in charge, having secured promotion to the English top flight from the championship at the end of the 2019/2020 season.
The 52-year-old Croatian has signed a two-year contract with Guoan.
Beijing Guoan finished third in the Chinese Super League last season and reached the quarterfinals of the Asian Champions League but decided to part company with previous manager Bruno Genesio.
"Today we officially announce the appointment of Slaven Bilic as the first team manager of Beijing Sinobo Guoan Football Club,” a club statement from the Chinese side read.
"Slaven Bilic and his team have signed with Beijing Sinobo Guoan Football Club until the end of 2022.
"We would like to welcome Slaven Bilic to Beijing Sinobo Guoan Football Club and hope that he will give his full experience and coaching skills and lead the team to achieve good results in the new season."
Guoan are the seventh club of Bilic’s managerial career after also having spells with Hajduk Split, Lokomotiv Moscow, Besiktas, West Ham United and Al-Ittihad.
Bilic also managed the Croatia national team between 2006 and 2012.
