Kean, who has two goals from three caps, was conspicuously missing when Mancini announced his squad for matches against Finland and Armenia.
The 19-year-old’s absence has been attributed to turning up late for a team meeting during his time with the Italian u-21 side for a match against Belgium at the European u-21 championships over the summer.
Alongside AS Roma forward Nicolo Zaniolo, the former Manchester City manager says Kean’s unavailability is as a result of tardiness.
Mancini said at a press conference: "“My team is already quite defined.
“If any interesting new faces came forward, we’d make them available to us. We’ll see what happens between now and the start of the European Championship.
“Here we are with the players who have been called up. If someone sensational breaks out, we’d gladly call them up.
“I’m sure they'll [Kean and Zaniolo] come in handy later on. I don’t like leaving them behind as punishment They’re still young.
“We gave them a great opportunity and we hope this helps them going forward. They must learn to behave well. Professionals must always behave well."
Kean joined Everton from Juventus in the summer for £27m and has made five appearances in all competitions so far for the Toffees but is yet to find the back of the net.
