Tottenham and Lyon have agreed a deal worth an initial fee of £56.5 million for the inform midfielder.
It is also said that due to the add-ons included in the deal, the player's future fee could rise to £65 million.
Having agreed personal terms on a five-year contract, Ndombele has arrived in London to seal his club record move.
The French midfielder has always been on the wish list of Mauricio Pochettino, who failed to secure his services in the last two seasons.
But to win his signature this term, Pochettino made the 22-year-old his prime target this summer.
Since the arrival of Lucas Moura, who arrived on the deadline day in January 2018, Tottenham have not signed a single player in the last two transfer windows.
And Pochettino last week explained their dormancy in the transfer market as he believes the club have saved enough to be active in the market this time around.
“It is imperative that this year we strengthen the team.
“We saved a lot of money in almost two years without signing and that should allow us to strengthen ourselves well.”
Last season’s Champions League losing finalists are also set to complete the move of Jack Clarke’s £11.5 million switch from Leeds United.
