Kane completed an £86m transfer to the Bundesliga champions in the off-season, signing a four-year contract at the Allianz Arena.
The 30-year-old had one year left on his contract in North London but was intent on leaving his boyhood club to fulfill his trophy ambitions.
Kane is Tottenham's all-time record goalscorer with 280 goals in 435 games.
At a fans forum on Tuesday night, Levy told Spurs supporters that the club have the option to bring Kane back at some point in future, although it remains unknown when that can be activated.
Addressing the Spurs fans, Levy said: “We have buy back clause for Harry Kane”.
“I’d like to thank Harry for everything he's done for us”.
“He’s always welcome back — Harry’s a much loved and valued member of the Spurs family and forever in our history”
In his parting message to Spurs fans after his move was confirmed, Kane also hinted he could be back at Spurs in future.
"Good luck to Tottenham and the whole club. It's not a goodbye because you never know how things pan out in the future. Thank you and see you soon," the England captain said.
Kane has so far scored four goals in five games for Bayern Munich.
