Wijnaldum departs the Parc des Princes after just two seasons.
The 32-year-old Netherlands international joined from Liverpool on a free transfer in the summer of 2021 but made just 38 appearances during his time at the club.
Wijnaldum spent last season on loan at AS Roma but missed up to six months and the 2022 FIFA World Cup in Qatar with a broken leg.
A statement on PSG’s official website read: “Dutch international Georginio Wijnaldum has joined Saudi Arabian side Al-Ettifaq FC on a permanent transfer. The club would like to wish Georginio all the best for the rest of his career.”
Wijnaldum's move to Ettifaq will see him reunite with former Liverpool captain Jordan Henderson, who joined earlier this summer.
Ettifaq, who are managed by former Liverpool skipper Steven Gerrard, currently sit fifth on Saudi Pro League standings.
