The Manchester City forward will therefore be missing in action when England face Ukraine in an European Championship qualifier on Sunday.
Foden was a second half substitute when England beat Italy 2-1 away on Thursday but lasted just 12 minutes before being pulled off again.
Foden is set to be missing in action for club side Manchester City as well, with a big game against Liverpool coming up next weekend.
An official tweet from the England account read: "Phil Foden has been ruled out of today's EURO2024 qualifier with Ukraine following surgery to remove his appendix this morning. Get well soon, Phil."
A statement from Pep Guardiola's side added: "Manchester City can confirm Phil Foden has left the England squad after undergoing surgery in London for acute appendicitis.
"Phil will now return to Manchester to begin rehabilitation.
"He will not be fit for this weekend’s Premier League game at home to Liverpool and it is unclear at this stage how long he will be unavailable for.
"Everyone at Manchester City wishes Phil a speedy recovery."
Foden has made 36 appearances for Manchester City this season, scoring 13 goals and providing five assists.
