Pogba considered a move away from Old Trafford last summer, and has been tipped to leave the club before the end of January transfer window.
The outspoken agent recently said in an interview that his client will only stay at Manchester United as long as they fight for trophies.
Raiola also said he would not send any of his clients to the red part of Manchester, as the Red Devils are "a club out of touch with reality" - as they would "ruin Maradona, Pele and Maldini".
Those comments have not impressed Manchester United, and Solskjaer has vowed to speak to the France international to keep his agent in check.
Ahead of the Red Devils’ FA Cup third round game against Wolverhampton Wanderers, the former Cardiff City manager was asked if agents should speak about clubs.
The Norwegian tactician replied: "No.
"I can speak to Paul about it. I don't think I should talk to - or about - agents that talk about us.”
"But Paul is our player and agents are hired by players - not the opposite way around. It is not agents' players, it is our players.”
"What me and Paul are talking about, I don't have to talk to you about. That will be between us,” he added.
Pogba has not started a match for Manchester United since September due to injury, although he made two substitute appearances during the festive season.
The France international aggravated his injury and will be out for three or four weeks after undergoing surgery.
Solskjaer has reiterated that Pogba is still committed and he will have to prove himself on the pitch when he comes back from the treatment table.
He concluded: "Paul's very committed to coming back, playing well for us and it is hard when you are injured to go and talk about all sorts.”
"I think his talking needs to be when he comes back on the pitch.”
